Obstacles to Army modernization

Abstract
This work summarizes the content of five lectures about the aspects that have hindered the process of modernization in the Brazilian Army in the last years. Several causes are signaled. One of those obstacles is of a political nature and it is associated with negative feelings towards the military regime in 1964, which has brought disrepute on the Armed Forces, depreciation of the Army’s image before intellectuals and political branches, dis-tance from the Federal Executive Power and budget cuts. Another cause is related to resistance to changes in the manage-ment methods as a cultural feature of the organization, sectorial view of the gene-ral problem, lack of flexibility in the pro-duction phases of the studies, rejection to contradictions etc. The richness of argu-ment is due to the selection of speakers and also the attitude of the Army Staff concerning the theme discussed.
