Atuação do Exército Brasileiro na Operação Subsidiária Carro-Pipa um estudo sobre o impacto nas áreas operacional e administrativa no contexto das operações interagências

Abstract

This research seeks to understand in which aspects Water Truck Supply Operation (OCP) has influenced the Brazilian Army in the operational and administrative spheres. The goal is to analyze the main effects that the Army’s participation in OCP has caused to its quarters (OM) involved. To this end, this research seeks to identify the characteristics of the Brazilian semi-arid region and OCP, analyze the context of full spectrum operations that involve the operation’s interagency environment and present the main effects on the administration and preparation and use of the troop. In order to accomplish this intent, the survey used extensive bibliographical research, which moved into areas of legislation, civil and military doctrines, a questionnaire applied to military involved in the inspection of the operation and structured interviews with military personnel in key functions. As a conclusion and representing its product, there is a proposal for structuring the OCP Regional Office, aiming at  administrative rationalization and more autonomy for the OM to carry out their military instruction calendars
