A força-tarefa logística humanitária nos aspectos do trabalho interagências e da coordenação civil-militar ao acolhimento de refugiados

Abstract

The Venezuelan socioeconomic crisis promoted a growing disordered migratory movement in the state of Roraima – BR. To absorb the social demands of the large population increase in the region it was necessary to work between various segments and sectors of the Brazilian State. In this context, this research aims to analyze the actions taken by the Brazilian Army in civil-military cooperation in the context of Operation Welcome. In addition, rectify and/or ratify procedures related to interagency interoperability in the development of CIMIC actions. The data related to the Humanitarian Logistics Task Force Reception were related to the period from April 2018 to December 2020, in the cities of Boa Vista and Pacaraima. All phases of the operation were analyzed, from receiving the refugee at the border to his resocialization to other parts of the country. A bibliographic review of documents pertaining to Terrestrial Military Doctrine, the evaluation of reports issued by the task force as well as academic papers on the subject was carried out. Questionnaires related to the operation were applied to individuals who worked in the execution of CIMIC actions during the period analyzed in the research (n = 30), in addition to two interviews carried out with researchers with expertise in the thematic area. The results found show that the actions carried out managed to stabilize the current social demands, in addition to improving the processes of sheltering and internalizing refugees. However, the data showed the need to rectify and update some doctrinal procedures, such as the revision of some campaign manuals. As a product of this work, an instruction booklet on CIMIC in refugee operations was prepared to advise on possible future similar missions.
