O EMPREGO DE OPERAÇÕES DE COORDENAÇÃO CIVIL-MILITAR PELA SUBUNIDADE DESTACADA COMO MULTIPLICADOR DO PODER DE COMBATE EM OPERAÇÕES DE PAZ

Abstract
The present research seeks to verify the extent to which CIMIC operations have influenced the accomplishment of diverse missions, increasing the fighting power of the companies deployed, so that the agreed End State of the United Nations Stabilization Mission in Haiti (MINUSTAH) operation could be achieved. The elements of combat power established by the Brazilian Land Military Doctrine (leadership, information, command and control, movement and maneuver, intelligence, logistics and protection) were directly and indirectly benefited by the interactions of the troops with the other agents present in the area of responsibility. However, CIMIC’s capabilities for Information and Psychological Operations activities were further explored, relegating its potential benefits to the other elements. The study of the doctrines of and UN, allows for lessons to be learned and opportunities to improve the Brazilian way of acting. Brazilian doctrine was established by empiricism and previous experience, mainly with lessons learned and best practices during the participation of the various contingents of the Brazilian Peacekeeping Battalion in Haiti. The companies’s second in command was established as Liaison Officer and in charge of planning and executing the actions of Civil-Military Coordination and Cooperation due to the demands of the operation in humanized environments so that there is a military specialist for each area of responsibility,integrating the capacities of the various actors present to achieve common goals, avoiding duplication of efforts, saving resources and multiplying forces for the synergy achieved
