Abstract

The present research is intended for the development of the Terrestrial Military Doctrine, related to the Operations of Cooperation and Coordination with Agencies. It uses as background for the study, Operation São Francisco, held in the Complexo da Maré, Rio de Janeiro -RJ, in the years 2014 and 2015. The objective of the research was to indicate which armament and / or less lethal ammunition meets the employment needs against aggressions originating from agents disturbing the public order, when it uses forceful objects against the troop. It was established, as a hypothesis, that the impact - controlled projectiles used against criminals in Cooperative Operations and Coordination with Agencies in needy
communities, comply with the principle of proportionality imposed by the upper echelon. This has been partially proven. For when you reach your legs, it will be proportional. When you hit your head it will not be. In case of impact on the abdominal or pectoral region will have to be verified the factors that led to this, and it is not possible to generalize the possible situations. And of the projectiles, the single precision balloons must be prioritized, and the safety distance established by the manufacturer must be respected.
