The objective of this research is to analyze whether the regulation of the Air Force Command (COMAER), focused on Science, Technology, and Innovation (ST&I) promote the effective participation of the Defense Industrial Base (BID) in the development of technological projects of the Department of Science and Technology Aerospace (DCTA). The methodology consisted of a bibliographical and documental review to identify the primary legislation external and internal to COMAER and semi-structured interviews with representatives of the Triple Helix. The results of the analysis of legislation revealed the urgency of align and measure goals and adjust the definition of the term “project”. A not well-defined process was found for selecting the appropriate legal instrument for developing ST&I projects, affecting the BID’s participation criteria. In the interviews, the highlighted points were the scarcity of measurable goals in the legislation, multiple priority areas, lack of knowledge about technological contracting and cooperation instruments, and the difficulty of improving the governance of ST&I projects. It was concluded that the COMAER regulations are insufficient to promote the effective participation of BID in the development of DCTA technological projects.
