LICITAÇÕES COMPARTILHADAS NO ÂMBITO DE UMA GUARNIÇÃO

Abstract

The procurement, administration should undergo into a bidding process to ensure spending on public resource, instead the private sector cannot be spent freely. Government expenditure must be guided by the necessary link to the public interest. Regarding governmentthe same level of playing field for all competitors and select the lowest bid for the contract of its interest. The acquisitions and frequent unpredictability of consumption, where possible, managers should be using the system of record prices, for the formal record price for the provision of services and purchase of goods. The articulation for public bodies to purchase their goods and services together, made in the shared form, it is a form of management encouraged. The shared public purchases are growing as a form of management in Brazil and worldwide. In an environment totally globalized and increasingly competitive, where institutions need to develop a differential strategy to increase efficiency, the centralization of purchasing aims to strengthen the negotiation power with the suppliers, reduce the costs with purchasing and have an improved inventory management, development of a new paradigm for contracting
operations at Brazilian´s Army.
