Abstract

Military activities involve several risks that require competent management. Risk management has been recently adopted by the Brazilian Army, motivated by the publication of the Policy and Technical Manual of Risk Management Methodology. However, the Instruction Booklet on Accident Prevention and Risk Management in Military Activities (EB-70-CI-11.423) presents an approach different from the one recommended by that Methodology. This article aims to present a proposal of complement to the EB-70-CI-11.423 that may offer a process of adapting its Risk Management Form to the Risk and Controls Matrix, established by the Brazilian Army's Risk Management Methodology. The article presents a bibliographic review of the subject which was based on official military research publications as well as academic ones. A risk analysis model is presented and verified in a case example. The application demonstrated the possibility of complementing the EB-70-CI-11.423 based on fundamental questions of the proposed method.

Guilherme Eduardo da Cunha Barbosa, Universidade de São Paulo (USP)

Possui graduação em Engenharia Mecânica e de Automóveis pelo Instituto Militar de Engenharia (1997), mestrado (2005) e doutorado (2015) em Engenharia Mecânica pela Universidade de São Paulo. Trabalhou por mais de vinte anos como engenheiro do Arsenal de Guerra de São Paulo, onde participou de projetos de manutenção, revitalização e modernização de Sistemas e Materiais de Emprego Militar. Foi responsável pela gestão e qualidade do AGSP por cinco anos, tendo implantado a gestão de riscos naquela Unidade. Atualmente é professor e pesquisador da Academia Militar das Agulhas Negras. Também atua como professor do PECE - Programa de Educação Continuada Poli USP (MBA), onde ministra disciplinas associadas à manutenção, confiabilidade, gestão de ativos e gestão de materiais.
