The Intelligence Activity is, by nature and destination, who throughout the decision-making process, at any level, and within the Defense, in particular, that provides knowledge that allows the action of rational decision making.
Thus, considering the dynamics of the current rapid changes of the 21st Century, the relations between producers and users of the Defense Intelligence System, the legal aspects of public control and the evolving doctrinal changes, how should an Intelligence advisory be organized and provided? to meet the current challenges of the political-strategic decision-making process within National Defense?
In the foreign policy field, Brazil has been adopting protagonist actions and attitudes in the international scenario, especially in South America, which results in the most diverse reactions, both internally and externally. Yet their actions come from often empirical decisions, without following a scientific and effective method of rationality. Therefore, internal collections and external pressures have required decision makers, particularly in the context of National Defense, to use more efficient methods, whose desired effects of the decisions adopted are evaluable, allowing corrective changes to be made. during the actions.
Professor Marco Cepik, referring to the relationship between intelligence and international politics, asserts that intelligence is a component of state power, like the military, and that its maximization by the rulers is decisive for maintaining conditions. economic and political survival of the government and the population. In Brazil, the Defense Intelligence Activity is undergoing a moment of doctrinal and practical review, as the validity of its advice, the new legal frameworks and the demands of the Defense and Army Transformation process are questioned. provides for the integration of information analysis systems into one Information System, whose primary mission will also be to support the high-level decision making process.
