Management of military systems the role of technology readiness levels

Abstract
The management of Military Systems usually involves a complex network formed by distinct actors with diverse backgrounds and cultures. In this context, to enable knowledge communication, integrate tacit knowledge and understand the perspectives of the stakeholders to incorporate in their technology management strategy is a challenge. The objective of this study is to investigate the management of SMEM utilizing the lens of technology readiness levels (TRL), that normalize common understanding and identify milestones of maturation for critical technologies. Based on a literature review and using as a reference the Science and Technology Innovation System of the Brazilian Army, we found that the TRL scale, originally created for high complex space technologies and systems, does not meet completely the particularities of Military Systems networks. Therefore, this article presents research questions raising important themes that, if explored, can contribute with the management of Military Systems.
