Capacity-based strategic military planning: reflexes for the Brazilian Army

Abstract
This paper presents a reflection on the need for a review of the Brazilian Military Strategic Planning System (SPEM) and the implications for the Brazilian Army (EB) at the subsectoral level. The importance of the study lies in the fact that the Ministry of Defense has been restructuring in order to achieve greater interoperability between the Armed Forces, as well as to comply with the National Defense Strategy guideline that the Armed Forces' strategic potential should be organized and structured. around capabilities, not around specific enemies. The overall objective of the paper is to see to what extent the adoption of Capacity Based Planning (CBP) has implications for the subsectoral level of SPEM, especially for EB. The research addresses theoretical and conceptual aspects of military defense capabilities, the characteristics and main challenges of the CBP North Atlantic Treaty Organization model and reflections on National Defense planning, correlating force planning models, seeking to identify what it will be more advantageous for Brazil and the army. In conclusion, in addition to a synthesis of the main conclusions, some proposals are made with a view to the future, emphasizing how CBP can help to overcome deficiencies in SPEM.
