Resumen

This scientific article aims to analyze the imperative need for the National Defense White Paper to align the constitutional legality of the Armed Forces performance with its effective legitimation within the social framework of Brazil. To this end, the socio-historical course of the destination of military institutions within the internal scenario is evaluated methodologically during the first republican phase. Thus, the symbolic forms that were transmitted and received under specific conditions, both by the military power and by society, are unveiled. A perfect understanding of this war past allows us to better understand the military problems of the present, contributing to solutions of the challenges of the future, the focus of the book. Thus, certain moments of Brazilian history are presented in which the use of warfare has distanced itself from the legal order, bringing harm to the complementarity between the preservation of constitutional laws and the legitimate use of military power. Finally, it is argued that understanding similar past statements can provide valuable insights for the construction of an official defense document that adds the constitutional legality of the Brazilian state to the symbolic legitimacy of the country's civil and military community.
