Territorializing the “new” and (re)territorializing the traditional: cybernetics as resource and domain of power

Abstract

This article discusses cybernetics as resource power and as a space in itself ( cyberspace ) . About the latter, reviewing the occupation process of traditional dimensions - land, sea , aerospace - and their transformations for power, the phenomenon of territorialization was faced, now covering the cyber domain, which, being originally network and space, demands a new type and form of boundary: the “ boundary - point “, resulting from the technological capacity historically accumulated. More than that, as an originality, the “ border - point “ brings to the international system the configuration of a new phase of the Theory of Borders and the need for new political and legal boundaries. Seen as a resource, cybernetics accelerates information flow, alters the conventional calculation of power balance and increases the capacity for monitoring and storing the information used in the ( re) territorialization of the dimensions exposed to globalization. Still available as a means for politics, cybernetics can be used for war. Besides observation and hypothetical- deductive construction, a bibliographic, documents, domestic and foreign research was carried out, with emphasis on public policy. We conclude that the geopolitical “ knowing to think”, with its respective application in the (and from) the cyber environment, becomes relevant to policymakers in the area of defense and strategy, specifically regarding to the possibilities arising of this “ new “ resource.
