Core industries, development and public policy

Abstract
This paper defends the thesis that invest-ments in the core industries must be part of the process of the making of industrial policies in Brazil. Multiplier effects, current account deficits, and the local aggregation of economic value integrate the concerns of this paper. Those elements should integrate the calculus of the policy makers.
