Abstract

For at least fourteen years, the Brazilian Army   has   been   suffering governmentalrestrictions on obtaining resources to invest inbuying  new  equipment  and  modernizing  itsMaterials   for   Military  Use.  The   Defense Industrial  Complex,  in  turn,  experienced  aperiod of peak between the 1970's and 1980's, which enable the supply of a large number ofnational military equipment to the Army andother Armed Forces. There were, at that time,a high degree of integration between the Stateand the Economic and Military Expressionsof the National Power. Nowadays, there is avicious circle: few investment, few products,reduced   sales   and   reduced   Research   and Development, and the cycle repeats it self. Inresponse  to  the  necessities  of  the  Brazilian Army   and   the   capacities   of   the   Inter-American Development Bank, this work aimsat studying a proposal for a model to help therelationship between these important playersin the national set. Therefore, the organizationof  a  multidisciplinary  working  team,  highperformance  integrated  and  made  up,  verybalanced,   of   Brazilian   Army   and   Inter-American Development Bank representativesis the first step towards a long term strategy that may allow the fulfillment of both needs,with a high degree of satisfaction. The main objectives  of  an  Integrated  Working  Team,addressed  over  this  work,  are:  strengthendialogue,  build  confidence  and  increase  thelevel of integration, providing synergy in therelationship between the Brazilian Army andthe  Inter-American  Development  Bank,  inorder to, ultimately, achieve an efficient andeffective National Defense.
